EU wine package: what changes for winegrowers

Political agreement reached in Brussels on 4 December 2025, texts which came into force at the beginning of 2026: the wine package radically reformed the European rules of the sector. Soft plants, dealcoholized wines finally framed, simplified labelling — and a deadline not to be missed at the beginning of the year. 31 December 2026.

A European response to the wine crisis

In the spring of 2025, in the face of the structural decline in consumption and the surplus in production, the European Commission proposed a set of measures to adapt the common organisation of the wine market. After a trialogue agreement on 4 December 2025, the reform was finally adopted and published, with a view to its entry into force at the beginning of 2026. Its measures therefore apply to the current and subsequent campaigns.

Planting and replanting: more flexibility

This is one of the most concrete aspects for the areas:

• The planting authorisation regime, which was to be extinguished by 2045, is Perennial.
• The authorisations for replanting are now valid 8 years, against 3 years ago: after a grubbing up, you have time to rethink encépagement without losing your rights.
• The time limit for filing an application replanting remains 5 years after grubbing up.
• Until 31 December 2026, operators may forgone without sanction planting authorizations granted before January 1, 2025 that they do not intend to use. If you hold dormant authorizations, it is time to sort out.

Wines no-low: finally harmonized categories

The market for wine without alcohol or low alcohol content developed without a common framework. Harmonized names throughout the Union: a wine can be labelled " alcohol-free "if not more than 0.05% vol. (with the possible "0.0") and " with a reduced alcohol content The Commission has not yet taken any action to amend the Directive.

The rules of the sparkling wines The framework is now being revised to allow the use of dealcoholized or partially dealcoholized wines in their preparation.

Labelling: simplified terms

The wine package reduces the presentation of the mandatory information: a Single affixing Now, without the obligation to repeat the label and the cross-label, the language regime is relaxed.

Useful reminder when preparing your bets: since December 2023 (Regulation EU 2021/2117), wines produced from harvest 2024 must display the list of ingredients and Nutrition declaration — on the label or via an electronic label (QR code). Your 2026-2027 bet labels must therefore combine these recent obligations with the new presentation rules.

What to do before January 1, 2027

• Review your planting authorizations - those granted before January 1, 2025 that you will not use may be abandoned without penalty until December 31, 2026.
• Check the labels of your next bets : ingredients and nutrition declaration (or QR code) for the 2024 and subsequent vintages, mandatory statements according to the new presentation rules.
• If a no-low project tries you, rely on the new harmonized names to frame the product from its design.
